MEXICO-US: With some prompting, Fox vetoes drugs law

President Vicente Fox has vetoed a law which included a provision decriminalising the possession of small quantities of narcotics for personal use. He did so after a barrage of complaints from law-enforcement officials, civic and religious leaders and expressions of concern from the US. Congressional leaders have reacted angrily, but it is considered unlikely that sufficient votes will be mustered to override the veto.
